Detroit 6v92ta rpm down

Hello everybody, I'm from Spain and new in this forum.
I have a problem with a 1989 Detroit 6V92TA, I can't grow up the rpm, the accelerator is at maximun and don't reaches 2000 rpm. Anybody know how to increase the rpm, maybe through the injection pump?

frist disconnect trottle from gov and run buy hand with cuved jaw locking pliers on gov. NEXT REMOVE VALVE COVERS AND PULL RACK PINS AND CHECK FOR A STUCK INJ( ENG NOT RUNNING.)
 
Cable or air throttle? Marv is right, disconnect at governor and see if it will go full fuel by hand. If yes, repair cable or find air leak. If not, get back to us for other ideas.
