Carb cleaning

I just got through cleaning the carbs on my 2000 50hp Johnson. As I was going through the process I found that the bottom carb had a lot of oil in it.

My question is: What could have caused this? How do I stop it.
 
-Did the motor sit for a long time ???----------------Is oil injection in use ?------Did anyone prime the oil line for VRO a bit too much ??
 
It is not likely that VRO is over oiling.-----------Just re-assemble and run it.------------You could run with 50:1 for one tank, mark oil level on VRO tank. Ater running that tank you top up the VRO tank to see how much oil was used by the VRO system.Sure it will smoke but no mechanical damage will be done to the engine.
 
With VRO connected and if you ever run the engine out of fuel, the VRO will pump pure oil that will by nature first fill up the lower carb.
