Broken part, necessary? 6hp '76 evinrude

A friend gave me a 6 horsepower 1976 Evinrude motor. I got it working yesterday in a trash can full of water, but when I put it back away I heard something rattling in the case. It looks to be a small plastic cam that engages with a plastic piece on the flywheel, and is probably related to the pull start mechanism? Picture below.

Is this part necessary? If so what's the proper orientation? I noticed that the cam lever that comes up from below has a hex bolt orientation, so there's probably a right and wrong way to align it...
 
That's a safety lockout.... prevents the cord from being pulled if too much throttle is applied. Something one can live with UNLESS one is prone to starting a engine in gear at full throttle while standing on the transom. :)
