AQ231B electrical issue

Hey guys, I recently purchased a '77 sea ray with a AQ231B in it. It was stated to need some work and it sure does...was said to need a started but when I hook it up nothing happened. Could the 40amp fuse on the manifold and relay be the problem? The red button does not press back in when I try resetting it so I am assuming that is the problem but I just want to be certain. Also, does anyone know of a resource where I could get a detailed wiring diagram for the motor? Thank you
 
I have disconnected the fuse and put a jumper between the wires to directly connect them and still nothing. Could the relay come into play now? I am very confused as to what is causing the issue. Thanks!
