I can't get my 95 Mercury 200hp to go into either forward or reverse. I removed the lower unit this afternoon and tried to shift it with the LU removed but no luck. I then removed the shifter & throttle cables and I did get it to shift okay but once I reinstalled the cables again the shifter wouldn't budge. Any ideas?
