`94 Evinrude 70 Primer Solenoid test

I have a 1994 Evinrude 70 that appears to have a bad or non-functioning Primer solenoid.
It looks like it's been replaced and looks clean and in good condition.
Is there a way to test this before ordering a new one? Or is this fairly simple to rebuild/clean?
The engine starts almost every time, but occasionally when cold will not start. I was shown how to manually turn it to enable to choke and once it starts, its usually good.
When i push to key to choke, I cannot hear any clicking or any type of activation (not sure if that would be normal anyway)
I am pretty sure the part is 5007356
Any advice would be much appreciated.
 
Remove one of the wee hoses from the primer valve at the carburetor end.--------Operate the manual fuel pump to fill the system.----------Now push key in while cranking the motor over.----Do you see fuel pulsing out of the wee hose ??
 
TEST:

(Voltage test)
Attach a voltmeter to the primer solenoid wire terminal.
Turn key to ON and push key... voltmeter should read 12v... solenoid should click in. Does it?

If the above checks out okay..................

(Fuel flow test)
Have red lever over top of solenoid and pointed at other end of solenoid.
Trace one of the small hoses that lead from the solenoid to its fitting and disconnect it.
Pump the fuel primer bulb up hard to pressurize the fuel primer solenoid.
Turn key to ON and push key in... fuel should shoot out of that detached hose. Does it?
