Does not look like a rectifier to me.

Sorry I was told it was a rectifier. It runs great at times then it will be hard to start and bog down when throttling up. This part has a wire with all insulation rotted off.

Not sure why someone would say that is the rectifier !----Most shops take that stabilizer off and throw it away.-----So try this simple test.----Open low speed mixture screws 1/8th turn at a time as that often makes bogging go away.----And are you pushing the key in and holding it in for cold starting ?

Dont need it..float test it. If it sinks throw it away!
