80 Super sea horse RPM to high, 2000 at idle

I have recently replaced my timing belt and repaired the stator electrical harness. In following the Johnson manual I reassembled the items matching timing marks; fly wheel to water jacket and pulley to dist housing , and Synchronizing the tower to Dist, Throttle cam, and low idle adjustment etc. I cannot get the RPM below 2000. I have not engaged the throttle lever for fear of ripping its guts out. The motor starts beautifully just on fuel mixture alone in start position. HELP and advise appreciated.
 
Is the throttle cable adjusted correctly.
I had not adjusted the cable and it was running great prior many times. I had installed an RPM gage to monitor max RPMs, worked fine. I will say the cable could be an option. It will take me a couple of days to a week to get to it. I will get back to you. Thank you for the input.
