4HP Evinrude only moves at half throttle

I have a 4 HP Evinrude, I think it's a '96 model. Running at half throttle it runs great, but if I try to give it more gas, the boat stops moving and the engine revs really high. I back off the throttle and the boat starts moving again. Any help is appreciated.

The cav plate is about 1.5-2 inches below the bottom of the boat. so I guess that means a new hub?

Thanks, I do have one close by. I'll take it to them and get it fixed up.

Well, it's not the hub. I made the reference marks and took the boat out today. same problem, but the reference marks didn't move.
