4.3 idles fine, stalls when throttled

I have twin volvo penta engines. The following problem has stumped my mechanic for weeks.


The port engine is fine. The starboard engine will run great and forever at idle. When it is given RPM in neutral the engine will suddenly die. If throttled back in time the boat will stay running at idle. If the throttle is left up the boat will also backfire and ingest water. This condition will happen at 1200 rpm or 1800 rpm or any higher rpm. But sometimes the boat can run at either one of those speeds forever. When the boat is under way there is no stalling when forward is engaged, however, once given throttle the boat will stall right away. Several times the oil pressure alarm sounded but that does not always happen.
Here are the facts:


Volvo Penta: 2003: 4.3 OSI-D Fuel injected SER#4102097785.


The following has been done:


New manifolds and risers: New plugs, wires, cap, rotor: New fuel pump: New ignition coil: New Oil (which was clean).


All compression test were okay: Multiple fuel pressure test were okay: Used gas off a portable tank. Sensors were switched from the good engine, ie. map, crank. Wiring harness was bypassed to start engine.
The only computer code was for the oil pressure alarm which the mechanic has bypassed to trouble shoot.
