386665 test wheel

Hello everyone,
Trying to find, rent or borrow a 386665 test wheel so I can set my WOT timing. I’ve got 89 E70TLCEM 70 hp fresh rebuild. I’ve run it only for a minute so at idle just to hear it run and check for leaks. Would it be ok to take to the water and just do the first couple hours of the break in?
 
Take an old prop around 17P, cut 1-1/2 " off tips of blades and drill 3/8 hole in trailing edge. i will see if I can find mine as just moved shop to my barn

I have a fresh rebuild I have only ran it a minute or so just to make sure it runs and that I have no leaks. I’m curious would I be safe to pull the plugs and use Joes method to verify my WOT timing now or should I go to the water and do the first part of the break in procedure for the new rings and pistons. Then do Joes method. Just concerned about cranking on my new motor!
 
my spark tester is nothing but a piece of 2x4 with a 1 inch hole in the middle and tapped for a piece of threaded rod and ground to a point on the end
