3.3 hp Keeps breaking crankshaft woodruff key

I have a 2003 3.3 hp 2 stroke. The outboard will run briefly then will not. I have found that when I remove the flywheel, the woodruff key is sheared in half. I replace the key and then the motor will run again for a few seconds then die. Every time it does this the woodruff key is sheered. I can’t figure out why this is happening. Anyone else experience this? This motor has been a diehard up until now. Would love to get it fixed.

Remove flywheel.----Remove key.-----Use valve grinding compound and " lap " the tapers for a proper fit.----- Clean off all compound.-----Assemble clean and dry with a factory key.-----Torque the nut.
