'23 Mercury 60hp 4 Stroke - What are these tools for?

These tools came with my new '23 Mercury 60hp 4 stroke outboard. What are they for? Both sockets look too small for spark plug.

Changing / draining engine oil ?-----OR---Changing the prop ?

They appear to be approx. 10mm and 13mm...that would not be for prop or oil

Consulted you owners manual or the dealer where you bought it?----Did they not explain this to you when you picked the motor up ?

could not find in owners manual. A walk through was done and motor explained, but tools were in a bag given to me at end of walkthrough

It's not a big deal; I'm just curious as to there intended purpose.
