2016 D3-150i-H Boost pressure

Hi ,After port and Stbd engine overhauls , I had a port engine, turbo failure. ( reason was never found ,after checking all the possible root causes.) A new turbo ( Aftermarket) was fitted, since this change ,the port engine is running low Boost pressure, ( 30kpa @ 1600 rpm) Stbd at 300Kpa , same rpm . I notice the turbo Vane actuator rod is not moving on the port engine when increasing Rpm , It only Moves ( Pulls back fully on initially start up.also by pulling of one of the vacuum hose to check movement ) It is free to operate by hand. I notice the stbd engine the turbo vane actuator rod is moving up and down as engine load changes but not the port engine. could this possible be a faulty sensor, does the sensor /valve prior the vacuum actuator control the amount of vacuum delivered to the actuator load dependent?. stuck for ideas other than to start swapping parts over . Vessel is a 65 Lagoon SY
