2015 Mercury 60 4 stroke CT running rough 1000-2000 rpm's

I have a 2015 Mercury 60 Command Thrust. It's been running very rough between 1-2k rpm. Not able to hold rpm and sounds like it's stalling. Never actually stalls though. Idle is fine, above 2000 rpm is fine. Here's what I've replaced so far with no changes:

Fuel tank, all fuel lines including primer bulb
Both fuel filters: bowl and inline
Low pressure fuel pump
VST removed and cleaned
Idle air solenoid
Brand new spark plugs and wires
New coils
Thermostat

Not sure where to go next with this one. I did bring it to a Mercury mechanic who said it's not throwing any codes at all. They did say the only thing that came back out of spec was the throttle body. They didn't recommend changing it though as it's expensive and couldn't guarantee that it would help.

I've thrown a lot of parts at it, was thinking maybe throttle position sensor? If I have that done would it be worth it to just replace the throttle body as well? I don't think I can get to either on my own so it would mean a fairly expensive repair.

Thoughts?
