No power to controls. Trim button on motor works. Nothing happens when key is turned to on position. 12 volts at motor ao battery is good.

Concentrate on the white/black wire, Do you have a wiring diagram. It's hard to help with a problem like this. Could be anything from a bad earth to a broken wire inside the harness. The white/ black is your main power feed to the ignition switch. Start by unplugging harness at the engine , check for voltage on that wire and work towards the helm. Troubleshooting of this nature is definitely a lot easier with a wiring diagram, even for an experienced technician, orherwise you're just doing a lot of guess work
