2013 Mercury 60 surging after running and sitting

Good evening folks,

2013 60hp Mercury bigfoot 4 stroke efi on a pontoon. For 2 or 3 seasons now it has been doing this. Put it in the water and it runs like a top, we run about 15 minutes or so, park it and hang out and sun for about an hour or 2. After that sometimes it cranks fine, others not so much but as soon as we get out of the no wake zone and put throttle to it she surges real hard. Not a miss, real clean sounding running jumping back and forth about 2,000 rpms. Sounds and acts like it is starved for fuel. It typically runs out after a bit of running and slowly feathering the throttle up and it goes away until we sit still again.

Relevant stuff:
-no ethanol gas in the 3 years I've had it, always use stabil marine 360
-fuel/water separator added last summer with new lines and bulb, no change
-fuel filter filament did not look bad but just replaced it anyway, no chan
-changed oil last summer
-maybe 50 to 70 hours total
-bought from her dad who bought it new but ran ethanol gas
-new starter last summer, cheap aftermarket working fine
-bulb is tight when this happens and pumping it does not help
-seafoam a couple of times last year with no change

You guys got any ideas on what I could replace or try to get past this?

How do I do a fuel pressure test? I've googled it and cant find anything so far. Something a somewhat mechanically inclined redneck might be able to do?
 
OK so just attach it to the shrader in the picture and read it when it is acting up vs not, right?

If it's normal I'm guessing I can move on to coil pack(s) and plugs?

I'm guessing if this one is low it would be the low pressure pump?

If it reads normal then on to testing the high pressure pump?
