2007 Mercury Four Stroke 90 having isues at 2500 rpm

my Four Stroke 90 is running great below 2500 RPM. At 2500 rpm at shakes violently.
Plugs look good, fuel was recently replaced after a water contamination issue.

2500 RPM is like a brick wall!

was the entire fuel system gone through,filters,hoses,separator etc.
