2006 DF140 Fuel/Air Problem

Apologize for the long thread but I have an issue I can't resolve. I had the plug corrosion problem on my 06 DF140 so I had the engine holder replaced and had to have a new (used) wire harness installed. Since the repair was done, the engine is running extremely rich at idle, plugs are completely fouled within 5 minutes. The intake manifold pressure is reading too high at 18-21 inHg, it should be around 8-10 at idle so this is telling the ECM that the engine is running faster than it actually is which is causing the Fuel Inj. Pulse Width to be way too high at around 7k - 8k micro-seconds, it should be around 3500 at most at idle. This is causing an excessive amount of fuel to be dumped into the cylinders while at idle. I have swapped ECMs, MAP sensor, VST, and CKP sensor and also did a cylinder leak down test (10% leak rate which isn't bad). From what I've seen from other printouts I believe the IAC valve is not an issue but I also don't see any change in the duty cycle when RPMs are increased so I could be wrong. Below is the engine data that I am getting using the SDS program from 7 different runs, it shows that when RPMs are increased the numbers actually get a little better, would anyone on here possibly be able to give me some thoughts on what the heck is going on with this engine?

well done extracting the data.
the clues you present have a couple of things in them …… replacement harness (USED) why is a used harness available?
since new harness was fitted the problem occurred, strikes me that replacing the harness with a new, brand new one might solve your issues.

Did the harness you installed have any connection or wiring that would be going to an 02 sensor that is or isn't on your engine?
