My motor will not get above 4000 RPM in the water. We took the carbs off and cleaned them which helped it idle better and run just a tad better but still not above 4000 rpm. Top speed with just 1 person in the boat was about 23 mph. What might be the problem. Thanks

Same prop that has been on it the 4 years I have ownwed the boat. Let me go back and say that the motor was running just fine last summer. Carrying 2 people and gear it ran what I would call normal, RPM's were fine and top speed was around 30mph.
