2004 Johnson 115 shift rod disconnect?

How do I get the rod holder off. I've got the bolt threaded out as far as I can. It hasn't the room to completely come out. I figured you just slide holder off of the shift rod and shifter linkage and done this thing won't budge?? Any help would be great. Thanks.

Pull the starboard side cowling, shift into forward, pull the hairclip and side entire shift rod in and it will expand and release rod.
