2003 Mercury 25 HP (2 stroke)

My 25 HP Mercury 2 stroke (which has been running perfectly for years) just recently experienced some rough idling and would shut off after a while. I changed out the spark plugs, took the carburetor apart, cleaned it out and got it running again, but it was still shutting off after a couple seconds. After it would run for a little bit, I noticed this almost yellowish, frothy liquid - below the cylinder block, laying in the bottom cowl (see images with red arrows).

I cleaned it up with a paper towel and it appeared to be the fuel/oil mix. Nothing is leaking out of the carburetor or any of the fuel lines. Could it be a bad seal or gasket in the cylinders, and maybe some water is getting in there causing it to look almost yellowish and frothy and is leaking out the bottom somewhere?
