2001 Evinrude 50 hp 4 stroke

My trim is not working, took motor apart, very corroded, cleaned everything up, how can I tell if that $80 fuse with a magnet on it is still good? Any ideas?

It's actually a breaker, # 5032673

I think if the tilt motor is drawing too much current this thing gets hot and stops the motor.----Findout why motor / system is drawing too much power.-----It is NOT a fuse.
