2000 5.7l overheating

i have a 2000 5.7l volvo penta. it is overheating when on plane.
when you get on plane the temp rises until the engine management slows the engine to 1000 rpm. when putting along at 1000 to 1200 rpm the temp comes down, back on plane temp goes up. there is lots of water flow to the engine.
i have replaced the sea water pump, circulating pump, fuel cooler, starboard riser, thermostat. i removed the starboard manifold and cleaned the rust out of it.removed the port riser and cleaned the rust out. (boat was in salt water for 3 years) now in fresh water. there is plenty of flow from the sea water pump.
checked all of the hoses for blockage or colapse.
the starboard riser is running 30 degrees hotter than the port side. no blockage from risers to exhaust ports on outdrive. the centre cylinders on the port side are 25 and 30 psi below the others. after cleaning all of the rust out it takes a little longer for the boat to overheat.
i have had it to the mechanics and they are stumped.
please help
