200 Hp Mariner getting hot @ high RPM cool at low?

I have a 200 HP Mariner (OA958234)? Hard to see, getting hot at high rpm. Cool at low rpm. Barely put puts water out of the tale tale at idle. Shouldn't it have a hard steady stream at idle? Guy wants me to lower the engine by two bolt holes. Could a couple inches make that big of a difference? Its on a big heavy Champion 1987 boat. Still 200 HP shouldn't have a problem. Has anyone encountered such a problem and what was it.?

Is this boat new to you if it is give it some loven with complete pump, poppit and thermos and go from there. There is a plethora of posts and the subject a quick search should help ya
