2 stroke reed valves

Does anyone know how to test whether a reed valve is working correctly in a 2 cylinder 2 stroke. The motor will run on the bottom cylinder with no spark plug in the top cylinder. I get good spark on the top cylinder but as soon as you put the plug in the engine dies Any suggestions?
 
Do a compression test.Ethanol is messing up a lot of motors.It's delaminating the inside of older hoses causing clogs in the carbs and fuel filter.Check for soft hoses and junk in the filter on the motor.Check the diaphram.Post your results.J
 
Thanks Jerry. We tested the compression. The top cylinder read just below 25 psi while the bottom cylinder was more like 115 psi. Now I'm really stumped. Can a reed valve be stuck in an open position? Do you have any suggestions on where to look next? The fuel system seems to be clean but I blew out the filter and diaphragm anyway and it made no difference.
