2.3L OMC cobra. No power

Starts fine. Runs a little ruff Will rev up with just thuratle. But put in gear has no way power. Will not plain off. Acts as if it is fuel issue but I'm not thinking it is. Any help?

Do a cylinder drop test on it to see if it's running on all cylinders.
