2.2hp mercury

2 stroke 2.2hp mercury mariner not pumping water from impeller [new] to tell tail but if I blow from tell tail to impeller there is plenty of air getting through and impeller well below the water. Any ideas on a fix.

Just go back in and look at everything closely and be sure installed correctly.
