1999 Evinrude 200hp WOT surge

Just replaced powerpack which took care of old problem. Now new problem. Motor surges up and down while opened up. Any suggestions greatly appreciated! Seeing that it never did it before I haven't dug into carbs or fuel pump. Just assuming electrical?

Before I would take off it would just die once or twice a trip. Then it started dying everytime we would take off. Try to start it back and motor would shake terrible and not start. Wait 10 min. And it would fire back up. So the powerpack fixed that but now at WOT it's surging like at full rev and then backs off a little. Still stays on plane but surging pretty bad.
 
As bad as it hate to I'm going to take carbs off and do a good soak and rebuild and make sure no rubber floating around from lines. Had that happen couple years ago and it acted similar but not as it is now.
