1999 70hp johnson won't turn over

my 99 johnson 70hp turns over very slowly unless connected to battery jump start pack.Battery is showing 12.5volts on multimeter and 12.5 at solenoid and a brand new starter is fitted.Any ideas ????.also have cleaned all connections and new battery terminals

have tried different batteries all fully charged and checked with multimeter

What does battery voltage drop to when cranking? Have you checked lower unit? Can you rotate the flywheel fairly easy by hand? What where problems that led you to believe it was a starter problem?

How did it start for you last season ?-----New factory starter ?-------Check battery cables.------Drain gear oil.-------Running with VRO in service or 50:1 mix ??-----Any other history on this motor ?
