1998 johnson 175 oil leak

Had oil getting into my spark plug wells, replaced the gasket and spark plugs and cleaned out the wells. Tried to start it up after replacing them and it won't fire up. pulled everything back apart and there is still oil getting into the spark plug wells. Do I need to replace piston rings now? or is there just an excess build up of oil that needs to be cleaned out from the previous leak.

Model # of the motor ?------No I do not believe it is a piston ring issue at all.

Post the actual compression test values.----And is there spark that jumps a gap of at least 3/8" on all leads.----Is oil injection in service and tested ?

Either VRO diaphragm damaged or oil cap on oil tank bad
