1997 Honda 90 HP Neutral doesn't work

I can start the engine. But even if I push in the button, it is not off the gear(the propeller rotates). What might be the problem? Thanks!

Was lower unit off for water pump work ??-----Stop the motor .----Rotate the propeller by hand.----Is it in neutral.-----On many motors the prop will spin ( on muffs ) due to oil / bearing design !
