1996 50 hp 4 stroke bottom 2 carbs not working

I ran my 50 hp 4 strke to the middle of lake than died I started back up and it ran on 2 cyl, took to machanic and was told bad gas and the carbs needed rebuilt. $800 ) I think this is BS because gas was only 2 mths old with stablize in it. I shot carb cleaner in top 2 carbs and almost killed engine [ like normal] shot it in bottom 2 and after 2 sec it reved up the engine for a few sec than back to missing , any help on what is going on Thanks Hogman

Loosen the drain screws for the bottom 2 carbs to see a lot of gas pouring out? Sound like the lower 2 carbs not getting enough gas. Remove the air cleaner and look thru the carbs while revving. Check to see you get the same amount of gas from each carbs. If you don't either the jets are clog for the lower 2 carbs or your float stuck closed. GL
