1996 48 SPL lower crankshaft seal?

Hello! I'm Tim. I'm new to the forum.

I have a 1996 48 SPL (there's only one model I believe). It runs great, despite being a little "chuggy" at idle. I'll check the sync and link again. Anyways, it's been leaking a brown/black sludge around the lower engine cowling and was dripping down both inside and outside the exhaust housing. I suspected the base gasket and pulled the powerhead. The sludge actually appears to be leaking down the drive shaft. Now I'm suspecting the lower crankshaft seal. Do I have to split the block to change that? I've read people claiming they've just used a Lisle seal puller with success. Also, should I be concerned about the bearing? I really don't want to have to split the block as reassembly is a bit out of my league. Compression is 140psi on both cylinders.

Also, I noticed a plug with an Allen slot just sitting in the exhaust housing just sitting next to a hole where it's obviously supposed to go. Is this a related issue, or something else entirely? I'll try to attach a picture.
