1995 Ocean Pro 200

I have a 1995 Ocean Pro 200 that does not start. My question is, I have 80-85 pounds per cylinder. My question is, is that to low to fire it up.
It seems to have some spark but it wont fire. I am thinking of having someone look at it but I don't want to spend money if it is no good.

Are you pushing the key in and holding it in WHILE cranking it over ?----Perhaps test with another gauge.

Make sure it has a good battery and turning 300+RPM
