1995 mercury 30hp 2 stroke not peeing

I know general boat maintenance and I am having a problem with my 1995 mercury 30hp 2 stroke not peeing. It was not peeing when purchased so I replaced water pump, keyway, ware plate, all new gaskets, pickup, thermostat,and popet valve. I have already verified the pee hole and tube are clear. I have also verified that the water pick up in foot are not clogged. Tried on muffs and in tube of water. Any advice would be very appreciated. Thanks guys!

Put motor in a tub with water 8" above the impeller,----Or test on the lake.

I've found the circulation paths stopped up in the head can cause this , Pull the head and you'll probably find corrosion , mud etc.
