1995 20 hp driveshaft seals

I have my engine at the shop. They have tested the drive shaft, looks clean and measures out to specs. Replaced seal twice with mercury seals and leaks. Now tried generic seals holds pressure but when run leaks. Any suggestions? Does the drive shaft need to be replaced? I don't want to pay $600.00 for a new shaft only to find it leaks too.
 
Sounds like a good inspection of lower unit is needed.----If driveshaft is deemed to be good then a new shaft won't help !
 
The shaft surface must be buggered up. You can fix that by installing a Speedi-Sleeve, or possibly moving the seal a fraction of an inch lower to "good" metal.

Find a better mechanic.-------Is the lower unit original or a replacement to your motor ?------Part # of the seal kit used ?----Part # of the leaking seals ?-----Serial # of your motor ?
 
Leaking water in, oil is a milkshake, Pressure test and air can be heard blowing out around drive shaft. Lower unit is original and those driveshafts are common to a lot of engines.
