1994 Johnson 150 acting up

I have a 1994 Johnson 150 (J150ELARA) model run “A”. I recently replaced the impeller, water/gas separator, fuel primer bulb, did a complete lower unit rebuild, am using non-ethanol gas with Seafoam mixed in. She fires up fine, and idles great; however, at full-throttle, she either runs full speed or bogs down, and sometimes quits running. Any ideas on the next step to look for to fix the issue; i.e., carb rebuild, etc?
