1994 Johnson 140 hp outboard slow oil warning signal

If I am in slow idle, re in the harbor, after about 5 minutes, I get the oil warning horn going off. If I pump the bulb on the oil side it shuts off. It does not come on in higher rpm on plane. Any ideas?
