1992 Johnson 4 hp What is it

" A friend purchased '92 4 hp. he asked me what the thing on the end of the tiller arm is he sent a pic. but I can't tell for sure my guess is a kill switch, or some type of trottle hold, but I don't know for sure. the engine is in europe and I'm in the states, so it's a little difficult to figure this one out from where I'm sitting. I'm hopeing someone can help. "

"If it's red and has a groove, it's a kill switch. If it's a knob one can turn, it's a mechanical idle adjustment.

Hi Joe; Thanks for your expertise by the pic. my friend sent it has a tether half way dowm the tiller I quess for a kill switch so the other must be a mechanical Idle Adjustment so thanks for the help!!!
