1992 6 hp mercury water pump connection

Installed lower unit after seal replaced and found a lot of water coming out of bracket connection half way up leg ,also found the tell tale water flow slowed to a drip at very low revs.
Is this normal ? or is there something I have not connected ?

There's a rubber tube seal that goes in the plastic water pump housing (down in a hole). If that's not there, it'll leak water out the LU instead of going to the power head.
