1992 25hp Evinrude doesen't want to run

Hadn't been run for a while but would start and rev with no load but on the water at high speed it would surge and then die. Would have to give a lot of throttle and turn over for a while to start again but would get no better. Took the carb off and cleaned and put new gaskets in and didn't run any better. Went ahead and put a new fuel pump on and then it is worse. Doesen't want to start unless I open the low speed jet a little but if you give it any more throttle it will die.
