1991 Evinrude 225 hp

Unable to cold start. Key choke will activate what sounds like a solenoid but will not start cold. The only way I can get it going is to remove motor cover and spray starter fluid into carbs. Once started it runs great and will start easily when warm. What could be the problem?

Are you pushing the key in while cranking it over , yes or no ?----------Sounds like the primer valve is not opening.----Or the filter found in the primer valve is plugged .

Thanks for your input. I think you nailed it. Have ordered a rebuild kit.
