1991 evinrude 120hp timer base issues. I think?

So my engine is only firing on 3 cylinders. Checked the timer bases resistance (with alligator clips and black tape) from the white wire to the blue, green, pink and purple wires. Im seeing an OPEN circuit between the WHITE and GREEN. Reading should be 38-42 ohms. I also checked all wires to ground. no problem.
1. Is my timer base bad? It's a very expensive part that is non-refundable because it is electronic. If it's an open circuit/ cut wire then obviously no electricity can flow through it to activate the coil pack.
2. Is there any other causes of this green wire and white to have no resistance between them? Could the stator, or fly wheel magnets somehow cause this?
3. How long would it take a shop to replace timer base?
