1990 evinrude 9.9 is too fast for grandchild - any way to slow it down

Hi,
Grandchild is just learning to drive a boat and the 9.9 is too fast for him.
Is there any way t slow it down. Thanks

Visit your local boat shop and ask them to put some kind of " stop / limiter " on the throttle. Should not be hard to do.-----Perhaps a restrictor to limit air flow on the carburetor ( gasket ) between the intake manifold and carburetor..
