1988 mercury black max 150 wont start

I have replaced the starter and sylenoid and all I can get it to do is click. I am not much of a mechanic but needing help figuring this out.

Sounds like either a VERY weak battery or some poor wire connections. (or the engine is locked up, don't ask me how I know that) If you have a volt meter see if the battery voltage is 12.5 or better or charge it up. If it's already good then hot wire directly from the battery to the starter with a set of jumper cables to bypass everything and see what you get.
 
Most starter problems are caused by a bad ground somewhere between the battery and the starter. Like Swagonmaster said, hook and set up jumper cables up to the positive and negative terminal screws on the starter and then to a good battery, like your car battery. If the starter spins the flywheel its probably a ground issue.

I went thought this not to long ago.
