1986 175 Outboard choke issues

The switch on the dash occasionally sends a signal to activate the flaps to choke the carbs. Not sure what the problem is. Very inconsistent
 
No it’s more like when this helm switch (toggle) is used to choke the engine a relay that’s inter connected to the linkage connected to the reed valves does not shut them allowing more fuel into the engine. Sometimes it works sometimes it doesn’t. Looks like a plunger.
 
If voltage is getting to the solenoid when the toggle switch is pressed to the choke position, and the solenoid is not activating, then the solenoid is the problem. Or its ground.

If voltage is not getting to the solenoid when the toggle switch is pressed to the choke position, then the switch is faulty.

This pretty much sums it up.

also if need be, you should be able to open/close the choke plates manually if needed to start. on the front bottom of the motor there should be a little black lever, just pull/push it to close/open them.
