yes,the prop will come off after you remove the cotter key.the clutch assembly will stay on the propshaft until you remove the shearpin then it will slide off the shaft.
Trying this again. Pull harder. There is a splined rubber ring in there. The prop should slide off the ring.
Can you put the motor on a stand and submerge the lower unit in a 5 gallon bucket of water and let it soak for a day then try it.
