1984 Mercury 25 HP 2 stroke missing badly at idle

I have a 1984 Mercury 25 HP 2 stroke that is missing badly at idle, but not noticeable at higher speeds.

When I idle, it makes a loud bang/poof sound along with a high whistle. It also makes a screeching sound sometimes.

What do I need to do to correct this?

Open low speed fuel mixture screw 1/8th turn at a time.----The miss might go away.

When and how did the problem start? Was it stored awhile? If carb is clean and fuel is kept fresh and non oxygenated....the carb should never need adjustment, except in extreme conditions, (altitude or temperature).

Carb was just rebuilt and fuel is new.

Then maybe low speed needle is not set correctly.
