1984 50 hp mercury carb. kit

I am having a problem with the motor not starting but once it does start it runs just fine. The bulb when i squeeze it does not firm up totally and every time i shut the motor off i need to do the whole process over again. If I have someone turn the key while i squeeze the bulb it helps. but gas does shot of one of the carbs if I squeeze to much
Someone told me that it is the fuel pump that is bad.
I can not find any kits for it.
2 questions I have are does anyone else believe it could be the fuel pump ?
And if I need to put a kit in it does anyone know where I could get kits for the 2 carbs.?

Are you pushing the key in while cranking it over , yes or no ?----Are you raising idle speed for start-up , yes or no ?----How did it start for you last year ?
